Kinhtedothi – Hanoi has officially commenced construction of an expressway section under the Ring Road 4 – Hanoi Capital Region project. As a nationally significant key infrastructure project, it plays a strategic role in strengthening regional connectivity, directly linking Hanoi with neighboring provinces, and synchronizing with the national expressway and radial transport network.
On the morning of September 6, the Hanoi People’s Committee held the groundbreaking ceremony for Component Project 3: Investment in the construction of the expressway under the Public–Private Partnership (PPP) model, part of the Ring Road 4 – Hanoi Capital Region project.
The ceremony was attended by Politburo Member, Secretary of the Hanoi Party Committee, and Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; Party Central Committee Member and Vice Chairman of the National Assembly Vu Hong Thanh; Party Central Committee Member and Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi; Party Central Committee Member, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People’s Committee Tran Sy Thanh; Standing Member of the Hanoi Party Committee and Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan, along with leaders of ministries, central agencies, and relevant localities.

Component Project 3 of Ring Road 4 has been identified as a national key project with strategic significance in developing transport infrastructure, enhancing regional connectivity, directly linking Hanoi with neighboring provinces, and ensuring alignment with the expressway and radial corridor system.
Once completed, the route will become a “new transportation artery” of the Capital Region, contributing to socio-economic development, attracting investment, fostering the formation of satellite cities, and creating new growth poles.
The central expressway section of Component Project 3 spans approximately 113.52 km, with a standard cross-section width of 17 meters. Major river-crossing bridges are designed with a width of 24.5 meters, meeting modern technical standards. In Phase 1, the expressway is designed to accommodate four traffic lanes. Along the entire route, there are 13 elevated sections with a total length of 80.985 km, accounting for more than 71% of the project length.
In addition, the project includes three major river-crossing bridges—Hong Ha, Me So, and Hoai Thuong—along with eight fully integrated interchanges and one comprehensive-grade interchange. According to Decision No. 6479/QD-UBND dated December 20, 2023, issued by the Hanoi People’s Committee, the total investment for Component Project 3 exceeds VND 56.293 trillion. Of this, 47.5% is funded by the state budget, while 52.5% is contributed by investors under the PPP mechanism. The contractual construction period is 30 months.

The groundbreaking of Component Project 3—investment in the construction of Ring Road 4 – Hanoi Capital Region—takes place at a time when the entire country is accelerating the implementation of infrastructure development goals set out in the 13th National Party Congress Resolution and the Government’s action programs.
At present, contractors are fully prepared in terms of manpower, equipment, and materials to ensure timely execution. This milestone not only affirms the determination to position Ring Road 4 as a landmark national infrastructure project, but also serves as a vivid demonstration of the effectiveness of the public–private partnership model in developing strategic transport infrastructure.
With its role as the “new transportation artery” of the Capital Region, the expressway section of Ring Road 4 is expected to create a powerful breakthrough—boosting investment attraction, accelerating the development of satellite cities, forming new growth poles, and thereby contributing to the realization of the vision of Hanoi as a modern, civilized, and prosperous capital, while spreading development momentum across northern provinces.
Speaking at the ceremony, Vice Chairman of the National Assembly Vu Hong Thanh emphasized that infrastructure development is one of the three strategic breakthroughs identified by the National Assembly, with a strong focus on transport infrastructure investment. In recent years, Hanoi has prioritized rapid development of transport infrastructure, attracting domestic and international investment, thereby laying a solid foundation for economic growth and generating development momentum for surrounding provinces.
According to Vice Chairman Vu Hong Thanh, the project holds exceptional importance for provinces and cities across the Capital Region. It also marks the first application of the PPP model under a mechanism that separates public investment sub-projects, requiring close coordination and strong political commitment from relevant authorities and enterprises.

Vice Chairman Vu Hong Thanh highly praised and commended the efforts of Hanoi, Hung Yen Province, Bac Ninh Province, and relevant departments for their determination in implementing the project. He noted: “Upcoming workloads such as resettlement, land clearance, and material supply will continue to pose significant challenges. Therefore, it is essential to act decisively, uphold a high sense of responsibility, and develop detailed and specific implementation plans to ensure the project is completed on schedule, with quality and safety,” he stressed.
At the ceremony, Chairman of the Hanoi People’s Committee Tran Sy Thanh stated that upon completion, Component Project 3—investment in the expressway section of Ring Road 4 – Hanoi Capital Region—will enhance inter-provincial connectivity, promote economic development, and help alleviate traffic congestion in the area. This is the core component of the overall Ring Road 4 project, implemented under the PPP model to mobilize resources while demonstrating close cooperation between the State and investors.
“With the support of the National Assembly, the Government, and relevant ministries and agencies, the project has now met all conditions for implementation. The Hanoi People’s Committee highly appreciates the efforts of the Municipal Transport Construction Investment Project Management Board and all implementing units. We also sincerely thank the people of localities along the project route for their support,” Chairman Tran Sy Thanh shared.

Accordingly, the Chairman of the Hanoi People’s Committee called on all participating contractors to mobilize maximum resources, manpower, and equipment to organize construction in a swift, scientific, and safe manner across the entire route. In the immediate term, priority should be given to major river-crossing bridges such as Hong Ha, Me So, and Hoai Thuong, as well as interchanges to ensure seamless connectivity of the parallel road system and enhance investment efficiency. All works must be carried out in strict compliance with legal regulations, ensuring quality, technical standards, and aesthetics, so that the project is completed on schedule, in accordance with the directives of the National Assembly and the Government.
