Kinhtedothi – On the afternoon of April 18, at the Hall of the Phu Quoc City People’s Committee, Kien Giang Province, Kinh tế & Đô thị Newspaper, in coordination with the Phu Quoc City People’s Committee, organized the seminar “Phu Quoc Resort Real Estate Towards APEC 2027 and Sustainable Development.”
The seminar was attended by Mr. Cầm Anh Tuấn – Secretary to the Deputy Prime Minister; Mr. Nguyễn Hữu Lâm – Deputy Director-General of the Department for National Assembly Affairs, Local Authorities and Mass Organizations; Mr. Giang Thanh Khoa – Vice Chairman of Kien Giang Province; Mr. Trần Minh Khoa – Chairman of the Phu Quoc City People’s Committee; along with leaders of departments, agencies, associations, and related units.
Among the experts participating were Mr. Nguyễn Anh Quê – Executive Committee Member of the Vietnam Real Estate Association; Mr. Lê Hoàng Châu – Chairman of the Ho Chi Minh City Real Estate Association (HoREA); Assoc. Prof. Dr. Nguyễn Thành Lợi – Editor-in-Chief of Kinh tế & Đô thị Newspaper; Assoc. Prof. Dr. Nguyễn Văn Sánh – former Director of the Mekong Delta Research Institute; Assoc. Prof. Dr. Trần Đình Thiên – Member of the Prime Minister’s Economic Advisory Group and former Director of the Vietnam Institute of Economics; together with leaders of major corporations and enterprises operating in the real estate and tourism sectors.

With a strong surge in visitor numbers and a pace of development that has exceeded the expectations of existing infrastructure systems, Phu Quoc City (Kien Giang Province) has been selected as the host location for the Asia-Pacific Economic Cooperation (APEC) Forum in 2027. Phu Quoc is currently home to numerous projects, including large-scale integrated entertainment and resort complexes with high competitiveness both domestically and regionally.
The seminar was organized to assess the current state of investment, management, and utilization of tourism real estate in Phu Quoc City, thereby proposing sustainable development planning solutions—particularly for essential projects serving APEC 2027. It also provided a valuable platform for local authorities, planning and construction experts, and real estate investors in Phu Quoc to engage directly, exchange insights, and address obstacles in planning practices, ensuring efficiency in resort real estate investment.
Speaking at the seminar, Assoc. Prof. Dr. Nguyễn Thành Lợi, Editor-in-Chief of Kinh tế & Đô thị Newspaper, noted that in recent years, the tourism real estate market segment has experienced dynamic growth, with the emergence of numerous high-end real estate products. These tourism real estate offerings not only meet the increasingly sophisticated demands for leisure and entertainment among travelers, but also create attractive business opportunities for secondary investors and local residents, generating substantial revenue for the State budget and serving as an important driver of overall real estate market growth.

However, according to Assoc. Prof. Dr. Nguyễn Thành Lợi, alongside these positive signals, investment in resort real estate still faces limitations due to rising input costs, constraints in the quantity and quality of human resources, legal challenges, and issues related to the issuance of ownership certificates for resort properties. As a result, land resources have not yet been fully and sustainably exploited to become a significant internal driving force for the country’s socio-economic development.
Therefore, identifying the root causes of these shortcomings and proposing effective solutions to remove obstacles is essential in order to further promote the development of tourism resort real estate in Vietnam in general, and in Phu Quoc City in particular, in the coming period.
“The seminar provides an opportunity for experts, policymakers, and enterprises to assess the current status of investment in the resort tourism real estate sector on Phu Quoc Island; to clearly identify advantages and difficulties, opportunities and challenges facing Phu Quoc’s resort real estate market ahead of APEC 2027 Week and towards sustainable development; as well as to review legal policies and practical implementation related to Phu Quoc’s tourism real estate market. At the same time, it aims to clarify existing obstacles and inadequacies, and to propose solutions to improve management efficiency, contributing to the refinement of legal policies governing Phu Quoc’s tourism real estate market in particular, and Vietnam’s real estate market as a whole,” emphasized Assoc. Prof. Dr. Nguyễn Thành Lợi.

Mr. Trần Minh Khoa stated that in recent years, Phu Quoc’s real estate market has taken shape and continues on a growth trajectory. Recognizing tourism infrastructure as a critical component of tourism development—and an area attracting strong interest from both domestic and international investors—the city has prioritized mobilizing resources to develop urban and tourism infrastructure as a foundation for boosting the real estate market, identifying it as a key sector for investment attraction in the city’s future socio-economic development strategy.
Through the timely implementation of central and provincial investment attraction policies, Phu Quoc currently hosts more than 300 projects, accounting for over 86% of the province’s total tourism investment projects, with a total area of 9,485 hectares and a combined investment capital of VND 388.41 trillion.
Major corporations such as Vingroup, Sun Group, BIM Group, CEO Group, Tan A Dai Thanh, CityLand, and others have been implementing large-scale projects across sectors aligned with Phu Quoc’s potential and strengths. A series of key infrastructure projects are being deployed to serve APEC 2027 Week, with total investment exceeding VND 300 trillion. The APEC 2027 event itself is also regarded as a significant catalyst impacting the real estate market, helping Phu Quoc rejuvenate and enter a new development cycle.
“The content of this seminar will also provide valuable knowledge to support businesses in identifying effective business solutions, avoiding risks and negative impacts, while helping the community develop proper awareness and a sense of responsibility in selecting and engaging in real estate investment in general, and resort tourism real estate in particular, towards APEC 2027,” Mr. Trần Minh Khoa emphasized.

At the seminar, experts engaged in in-depth discussions and presented a comprehensive overview of Vietnam’s tourism real estate market in general, and Phu Quoc in particular. Based on this holistic assessment, they offered insights and projections on the future development trends of the tourism real estate sector in the coming period.

Specifically, the discussions centered on the current policy and legal framework governing the real estate market, highlighting key legal bottlenecks that require resolution and practical barriers that need to be addressed. The dialogue also examined the impacts of the international environment, along with Vietnam’s policy and legal orientations in tourism real estate investment and business, and how these factors are directly influencing the development trajectory of Phu Quoc.
In addition, the report put forward recommendations on policy mechanisms aimed at fostering sustainable development for Phu Quoc City, including tailored regulatory frameworks for tourism real estate projects under the Phu Quoc Tourism Investment Development Association.
